My dear Roger,
It is thought necessary that the material and
medical supplies for the League's anti-epidemic units in
China should be concentrated in some port from which they
could easily be shipped into the interior as required.
The port of Hong Kong seems to be the most suitable for
this purpose.
For reasons of economy and convenience it seems
desirable that all consignments should be shipped to some
firm on the spot, able not only to receive and store the
goods, but also to arrange for their re-shipment.
With this end in view we have entered into
negotiations with the firm of Jardine, Matheson and Company,
who, I am glad to say, accept in a very generous spirit to
take charge of this work; they are certainly better placed
to handle it efficiently than anybody else could be.
This information may be of interest to the Far Eastern
Department; and perhaps to the Colonial Office. I do not
suppose there is any need for us to approach H.M.G. officially
on the matter?
Roger Makins, Esq., Foreign Office,
S.W.1.
Yours ever,
(Signed) Frank Walters
